Crafting at +9​
To upgrade Firelord Dragon Wings +9 to Firelord War Dragon Wings +10 Strength wings or Firelord Peace Dragon Wings +10 Defense wings, you need to craft it with 3 Marks of War or of Peace at the anvil with Forging  level 80. This craft has 100% success rate. After that the Firelord Peace/War Dragon Wings can be enchanted as normal up to level 120.
